This article explores a current approach to optimizing emergency logistics based on the integration of ABC and XYZ analysis. It substantiates the need for differentiated inventory management in the face of high uncertainty, time pressure, and limited resources typical of disaster zones. Traditional inventory planning methods, however, fail to account for the stochastic nature of demand for emergency supplies, leading to warehouse overstocking or a critical shortage of transportation resources. A combined ABC analysis (ranking materials by criticality for emergency rescue operations) and XYZ analysis (classification by consumption predictability) allows for the identification of four strategic inventory categories. Using a typical emergency as an example, it is demonstrated that AX and AY groups require a permanent reserve and priority replenishment, while CZ needs can be met on an ad hoc basis. The practical significance of this work lies in the development of recommendations for calculating reasonable minimum inventory standards, which reduces storage costs by 20–25 % and improves response times. The proposed methodology can be implemented in the activities of territorial divisions of the Ministry of Emergency Situations and emergency response logistics centers.
